Abstract
In this study the relationship between egalitarian meanings attributed to adult education and public expenditures in Turkey in this field is evaluated. Expenditures of National Ministry of Education and General Directorate of Lifelong Learning between 1995 and 2011, number of enrollment, teachers, courses and institutions and population through 15 years old are discussed by a survey methodology. Findings show that public expenditures didn’t increase enough and else investment expenditures decreased whereas population over 15 years old increased and participants per teacher rised significantly between 1995 and 2011. As a result, one can argue that public expenditures in adult education in Turkey was not enough for an egalitarian adult education system and else it had gone worse through years. Egalitarian discourse on adult education is not supported by public expenditure policies in Turkey.
