Abstract :
Public personnel area in Turkey has been one of the areas that always rearranged by the current government. Thus, many changes were made in this legislation to regulate the field of law over the years through the Law -1965, but required development could not be achieved. In this study, some problem areas will be selected and “How must be the public personnel system in Turkey” will be discussed. However, in this study, we will not analyze the whole system generally. The relevant departments and the conclusion of the study will try to make some determinations about the selected problem areas. There are six topics covered in this study: Decree law and the collective bargaining agreement, merit system, employment policy, outsourced staff, specialized recruitment and performance evaluation. The issue of current public personnel system will be discussed under each heading.
