Abstract :
With the 16 April 2017 constitutional referendum, the century-long parliamentary system has been set aside in Turkey, a govermental system which is called “The Presidency of the Prepublic System” and which, in fact, is a corrupt form of presidentialism has been adopted. In the new system it is intended that the omnipotent President, who can from now on be a member of a political party and who is exempted from checks and balances, controls all. Within this context, the name and the structure of the Turkish High Council of Judges and Prosecutors has also been amended on 16 April. In this paper the evolution of the judicial councils from the period of the 1961 Constition to present day is breifly reviewed, the new governmental system is examined and the new Council of Judges and Prosecutors is evaluated.
