Abstract :
The purpose of this paper is to investigate the outlines of monetary and banking policies and applications from the first paper money in the Russian Empire, The State Bank of the Russian Empire until founding of The Central Bank of Russian Federation. In the following paper monetary and banking policies and practices will be investigated from 1992 to today. In the paper history of the banking and monetary policies and practices has been studied within cause result circulations. It was obtained that in the Soviet era the policies and practices were extended part and supplementary of the administrative command economy. The Soviet administrative command economy was operated with little attentions to and assistance from relative prices, and nonexistence of monetary and credit markets. For this reasons command economy was not productive. Reforms in the 1980’s for productivity also changed the banking and monetary policies that carried on approximately for 50 years.
