Abstract :
The Alternative Learning System, the Philippine government s program of equipping out-of-school youth with the four macro-skills to pass a placement and equivalency test, has left teachers (or instructional managers) with contradicting ideas regarding reading. With Dasmarinas, Cavite, Philippines as the research locale, a knowledge audit of selected Alternative Learning System s Instructional Managers was conducted and it was determined that there are incongruities between the technical knowledge and line of work of the IMs, IMs view of reading and ALS test of Reading, and pedagogy between ALS and formal classroom set-up. Moreover, there are key issues and assets that must be carefully looked into like the IM s understanding of ALS vision-mission within the context of teaching reading, availability and maintenance of facilities, and reading assessment of learners. The determination and analysis of these points were considered to enrich the ALS reading program in Dasmarinas, Cavite which includes advancing further education of ALS-IM s directly connected to reading or teaching reading; taking the genre-based approach in educating ALS stakeholders; and providing a facility that will promote reading to both ALS takers and passers. Implementation of these points shall help develop human capital and usher sustainable development into the community.
