COMPARISON OF SPORT MANAGEMENT APPLIED IN FRANCE AND TURKEY IN TERMS OF PUBLIC ADMINISTRATION

The purpose of this research is to compare the organizational structures and functions of sports management applied as public service in both Turkey and France, which has had influence at different times and different degrees on the organizations of the Turkish public administration since 19 century, and to identify the future–based development suggestions. In order to realize the aim of this research, documents related to the sports management of two countries in question were obtained by two different ways. Firstly, the data regarding the French Health, Youth and Sports Ministry was obtained from the ministry’s official website on which it is published and secondly it was provided from the research report relating to the legally institutionalized sport in countries that are parties to the European Cultural Convention, which was prepared by the Turkish Youth and Sports General Directorate International Relations Department in 2003. In this comparison of the sports management applied as public service in both France and Turkey, the structures and regulations concerning sports clubs, sports federations show variety and as a significant difference in France, it is determined that there are institutions researching scientifically with regard to the “youth, physical education and sports” policies, and contributing to produce sports policies. These results have been discussed in terms of both two countries’ existing administrative structure and function of the sport as well as the functions of the central administration and local authorities in these countries. Also some proposals have been made in order to develop the existing sport man agement and make it more effective. As a result, it has been observed that there are some similarities in applied the progresses of the sport management in France and Turkey both where a sport is perceived as a public service, it became evident that the sport management applied in Turkey is necessary to be reorganized in accordance with terms and conditions of the day
