Abstract :
The purpose of this research was to determine the opinions of physical education (PE) teachers, working in elementary and secondary schools, about the teacher career promotion system in 2007-2008 academic years. The survey method was employed in the study. The survey form on PE teachers career promotion system, developed by Laçin (2006), was used as the data collection tool. The data collection tool was applied to the teachers as an e-survey who signed in the message group of bedenegitimiogretmenleri@yahoogroups.com in which only PE teachers were registered and which sent e-mails on the internet. The survey forms delivered by the total of 416 teachers from 81 cities were evaluated. The values of percentage and frequency in the descriptive statistics were used to analyze the data. The findings of the research indicated that PE teachers didn’t know anything about the use areas of the evaluation results although they knew about the legislation. It was also seen that they didn’t agree with the idea that the complementary elements of the performance assessment process that appeared in the content of the exam and the regulations were suitable to assess teachers’ performances. The teachers reported that while the assessment council, made by the regulations, would conduct its tasks and authorities objectively, the frequent changes in the legislation were unfavorable and that the exam was not at an attainable and applicable level to promote in the teaching steps of candidate-expert-chief. However, the teachers held negative opinions on whether the expert-chief teaching exam was a reliable, valid and usable tool to assess the performances of the teachers. The PE teachers thought that participating in scientific and social activities was a factor that increased their performances; on the other hand, they thought that producing scientific publications should not be used for performance assessment. While the teachers fully agreed the idea that assessing by registry reports was an indispensable criterion for performance assessment, they didn’t agree with the idea that assessing by the inspection reports was an indispensable criterion. In addition; the PE teachers mostly didn’t believe that their level of education was an indispensable criterion for their performance assessment and that the results of evaluation should be used in receiving in-service education.
