Abstract :
This study was conducted in order to find out what the youth policies of governmental and non- governmental organizations related with sports are and in order to develop a new structuring model for Turkey. Qualitative research technique, phenomenology design was used as a model in the study. In the data collection process, semi-structured interviews and Standard open-ended questions were used and 16 participants who have been working as administrators in governmental and nongovernmental institutions which work on youth and sports were interviewed. At the end of the interviews two general themes were reached under the titles of basic factors which emerged in the opinions about Turkey’s present youth policy and basic factors which came up in the opinions about the vision of Turkish youth policy. The basic factors which emerged in the opinions about Turkey’s present youth policy were brought together under two major themes. These were “the appearance of the youth” and “Turkish youth policy”. The major theme called “the appearance of the youth” was divided into titles as “definition of the young, definition of the youth, social perception of the youth, and expectations of the youth”. The other major theme called “Turkish youth policy” was handled under the titles of “the outlook of Turkish youth policy, the profile of governmental institutions, and the profile of nongovernmental institutions”. At the end of the study it was revealed that there was no organization or higher institution which could make direct arrangements for the youth and develop policies about the wishes and problems of the youth. The absence of totalitarian youth policy was found as the reason of this situation. The requirement of creation of an institutional system to which the youth can convey their wishes and problems directly and take part in the problem solution process as participants, and the requirement of a new structuring model which can provide coordination among the institutions and organizations which produce service for the youth emerged. Based on the findings of this study Turkish Youth Formation Model was developed
