Local administrations and central political structure have been always interrelated in terms of continuation of democracy, and have formed main aspects. The fact that interpretation of democracy differs from one culture to another has become main factor for expanding the conceptual framework of the subject. The historical developments that are effective on the improvements of Turkish democracy inheritance and municipality administration, such as Islam and empire periods, have highly affected today’s political culture by structural and theoretical characteristics. The Ottoman Empire has been an important factor for shaping the Turkish Republic period, during and after administrative reforms.
