Abstract :
Municipal General Council, which came out with the developments about mo-dern municipalism in Ottoman Period, could be able to get together for the first time in 2nd constitutionalist period. 2nd Municipal General Council, which got together in the time of the elections that were held in 1919, was repealed in the time of Damat Ferit Pasha, in 25 April 1920. Instead of it, a council was brought which consisted of the members of İstanbul City General Council. When last Istanbul Government resigned in 4 November 1922, Municipal General Council obeyed to TBMM (Grand National Assembly of Turkey) Government, like other public corporations in Istanbul did. But, in 26 November 1922, the Municipal General Council members, who were repealed by Damat Ferit Pasha Government beforehand, held a meeting and they stated that they were on their duty by the claim that they were dispatched illegaly. When this situation reflected to Ankara, Home Office decided to renew the elections on the grounds that both two councils’ duty terms were up. Municipal General Council elections were renewed between the dates of December 1922- March 1923. The municipal election process that took place revealed the political struggle among the secret groups of Istanbul.
