Abstract :
This study deals with a body which is established with the aim of inspecting the government in Turkey in a period around the time when the 2nd World War started and finished. Distinctively from the earlier studies conducted on this subject, the Independent Group is discussed with İsmet İnönü’s presidency. Because some balances in domestic and foreign policy affected the constitution of the Independent Group. The point discussed for domestic policy is, for İsmet İnönü, providing continuance of the system in a complicated environment after Atatürk’s death; and for foreign policy, there was a World War in Turkey’s nearby and Turkey had to make a preference among Western countries. Therefore, in the first section of the study, domestic and foreign atmosphere which affected Turkey and accordingly İsmet İnönü are presented in detail. In the second section, the nature and activities of the Independent Group are presented. In the study, in an effort to remedy the deficiencies related to the topic, archive documents, minute books, reports of council, report of bylaw commission, daily newspapers, and memories were consulted.
