Abstract :
The geographical region which was called as Rumeli or Balkans by Ottoman State, is a range that includes various ethnic groups. Generally within Eastern Question, specially within Macedonian Question, the plans about Balkan peninsula to be shared by Balkan countries and to make boundary changes in this geography, resulted with a Balkan unity and in 1912 Balkan War broke out. After Bulgaria, Greece, Montenegro and Serbia established the Balkan unity, Montenegro announced war to Ottoman State on October 8th, 1912 and the First Balkan War started. The first and the second Balkan Wars caused serious changes and destructions not only in politics but also in social, cultural and demographic aspects. At the end of the first war, Edirne and Kırklareli were subdued by Bulgaria and Bulgarian occupation proceeded in Edirne from March 26th till July 22nd, 1913. In this 4-month occupation period in Edirne, the city was devastated destructively and plundered. In this research, the Bulgarian occupation in Edirne and Bulgarian activities are going to be revealed with the help of Carnigie Report (Carnigie Endowment for International Peace Division of Intercourse and Education, Report of the International Commission to Inquire into the Causes and Conduct of the Balkan Wars).
