Abstract
Cemal Bey, born in Antalya in 1862. After he finished Mekteb-i Mülkiye he worked at different levels in civil service. He became a politician in Freedom and Entente Party which is founded after the declaration of the Second Constitutional Monarchy. During this era he was imprisoned for a short period and thrown out of civil service. After the Mudros Armistice, he was attended as a governor and then become Interior Minister in I. Damat Ferit Government. His implementations and discourses during this post gathered mass reactions form Turkish public opinion. Cemal Bey, steadily objected the National Struggle during and after his second Konya governorship. Cemal Bey exempted from amnesty which was announced after the Lausanne Peace Treaty, within one hundred and fifty people and deported from Turkey during the judgement period. In this study, Cemal Bey’s activities during the National Struggle are analysed based on archive documents, examination studies and newspapers.
