Abstract :
Developing, reforming or structural transformation of management in Public Administration is an issue in all countries agendas. No matter what the political regime is, transformation of public administration is one of the issues that occupies the agendas of developed and developing countries. Developments especially after 1980 made structural transformation of public administration compulsory rather than necessity. One must understand the process of change in the world to be able to understand the change in public administration. The change in public administration is to be discussed and evaluated in collaboration with politics, economy, mainstream movement of thoughts in society and important milestones and facts in history. Especially, after the downfall of the Eastern Block, the bilateral politic power opposition and the ideological blocking had ended. The flexibility of the public administration systems caused the improvement of the communication and the information systems and also it caused a rapid internalization in economy. In addition, the violent opposition which was beyond the boundaries had covered the whole world. In this period, the individual rights and independence had revealed its importance. This situation had changed the citizens’ public authority and the point of view against the government. On the other hand, people started to demand a more qualified and transparent public service. In addition, this situation brought operability and activity to democratic mechanisms and it also caused citizens to be a part of the administration. Thus, the mentality and the administration understanding which were belong to the previous period had changed. Individualism, flexibility, entrepreneurship, effectiveness, profit obtainment, risk taking and competitiveness had become main factors of the new economic, social and political reconstruction. In this study, reforms in public administration of Central Asia countries after independence is analyzed by making use of basic means of transformation in public administration. Public administration reforms both are ensuring the transition from central planning economy system to free market economy and relations between state and citizen relationships, transformation processes in state’s role in new understanding. Thereby, it is aimed to put forth to what extend the change happened in these countries, to what extend the resistance related to the previous structure happened and to what extend organizational structure of transformation was constituted.
