The Process Of E-Transformation In Local Governments (The Case Of Kırşehir)

The development of information and communication technologies has accelerated public service delivery through the application of information technologies in the world. In addition to these improvements, as a consequence of the reform efforts in the 2000s, important changes have occurred in the quality and quantity of the duties of local governments. The process of transition to information society is experiencing in recent years, the public administration, as a consequence of the restructuring of local governments, local authority, duties, responsibilities, and increase a variety of services. The increase, as required by the local government in service delivery, the development of technology, as a result of using information technology needs to be achieved.In order to ensure that local government is a versatile process for the preparation of the is expected to enter into. The use of information technology to disseminate and effectively implemented in order to have the infrastructure, both hardware and software, and trained, qualified manpower is needed. It is primarily for administrative and creation of consciousness, then the required financial and human resources to ensure work is of great importance.It is expressed that the usage of information technologies for public service provision is making important contribution to local governments to fulfill their duties and responsibilities.The thought of creating a comunity based on information which was adopted by the European Union, reflected to Turkey by e-Turkey Project.e-Turkey Project started e-transformation process in central administration and local administrations.In this paper, Turkey’s information policies were analysed through the experiences of The Special Provincial Administration of Kırşehir. A survey of employees and managers and an interview with relevant managers of The Special Provincial Administration of Kırşehir used to interpret the status of the institution in terms of e-transformation process. The results of the survey revealed that The Special Provincial Administration of Kırşehir has made progress in the efforts of computerization, web site development and automatization. The status of the institution in terms of online service delivery is stil in progress. The managers of the institution make considerable effort to encourage e-transformation.
