Abstract :
With this study, it was aimed to determine the effects of the management understandings applied by the public personnel, who are the administrators in the public institutions of our country, to the performance evaluation process and to reveal the opinions and anticipations with these opinions. In this respect, it has been tried to determine the qualities that should be carried forward for the best performance of a performance evaluation system to be applied in public personnel management in the forthcoming period. In the study direction, a domestic and foreign literature review was carried out and a questionnaire study was carried out on 761 managerial positions and other personnel in the public institutions and the management practices and performance evaluation process in the sample of Turkish Statistical Institute (TUİK). As a result of the analysis of the statistical methods and the working hypothesis tests, it has been found that the management understandings applied by the managers directly affect the performance evaluation process and shape the process. Finally, qualitative and structural recommendations on the performance evaluation system to be implemented in public personnel management were presented using the data and results obtained.
