Abstract :
Human factor is one of the most important sources which use of achievement for organizational goals. Norm staff aims to increase the efficiency of labor by taking advantage of the human factor in organizations effectively and efficiently. This aim is accomplished by determining the optimal quality and quantity of staff for the organization.. With the norm staff practices, objective data that can be compared are obtained by creating staff standards that are determined according to the number and quality of the employees. For this reason, the performance of employees can be evaluated faster and more equitable. In this study, the opinions and suggestions of managers who is working in educational institutions affiliated to Isparta National Education Directorate regarding norm staff work were determined by qualitative research method. The target population of the study is Isparta province. Directors are identified as examples in Isparta downtown. The results were analyzed by content analysis method. As a result of the interviews in this context, it was concluded that the implementation of the norm staff was seen as a necessary and useful work by the managers. However, it has been found that there are areas that need to be developed such as regulation of rapid norm waves and education areas. Considering the data obtained as a result of the research, it can be said that although the norm staff practice has areas that need to be revised, it is a beneficial practice for the Ministry of National Education and has been widely accepted by the administrators.
