Abstract
One of the most significant public acts named Arabian Spring which has an immediate effects in Middle East has arisen in Libya. The bloody period in Libya has caused a legal ground for international public interference and led to a consultation for “No-Fly Zone”. After it has been perceived as a threat for peace and recognized that the cautions without force has not been sufficient for international peace, the interference and the application of no-fly zone in question has led upon the resolution no. 1973 which was taken by the Security Council. Although the application of no-fly zone can be perceived as a passive action, it is a highly probable case that can be turn into a military action. Accordingly it is possible to state that the resource for this application must be the 42th. article of the Charter of United Nations.
