Abstract :
1876 Kanun-ı Esasi(Constitution) is considered to the first written constitution of the Ottoman- Turkish civilization. In this constitution are included some of the provisions of the proceedings. These provisions, according to the method of constitution-making are organized into short and concise. Two important factors are known to be effective in the preparation of the provisions of the Constitution. First, since the state-run organization, which is dominated by the idea of justice to perform; second the general principles of law adopted by the universal law. Some of these substances contain new provisions, many of which already have been implemented for years of the Ottoman Empire. However, These provisions with the regulation of the constitution gained a new dimension the basic principles for the proceedings of the constitutional.
