Abstract :
The purpose of this study is to answer these questions: How is the term legitimacy defined in different ways in terms of law and politics, in accordance with the Copenhagen School? Does the securitization process depict the shifting of “legitimacy” from the legal area to political discourse? Does making a problem legal by securitization mean legitimacy at the same time? In order to answer these questions, the article uses the term „‟securitization‟‟ of the Copenhagen School. This approach is not only a function that provides legitimacy but it also provides an opportunity to emphasize the assertion that, politically, speech act is an instrument which maintains the political system.
