Abstract
Acts of government are the acts of the executive authority performed within the capacity of the government and with the purpose to protect the state s high interest, but not acts performed within the capacity of administration. Acts of government are considered as an exception to the administrative body s activities being subject to law. The courts refrain from using judicial review acts of government. In this study, acts of government in Turkish law were explained in the light of the Council of State’s decisions and the opinions of administrative law scholars. Additionally, it was also benefited from the French doctrine and the judicial decisions.
