Abstract
After 1970s, becoming discussable the approach of traditional public administration has led to be discussed the phenomenon of localization in national and international level. However, public administration that has fall under the influence of strong waves experienced serious changes in developed and developing countries. The concept of localization is defined in different forms. According to the definition of World Bank that is generally accepted it is to transfer from central administration to local government, to semi-autonomous governmental organizations or to private sector. To be emphasis to localization in the developed countries have many purposes such as economic development, stability and democratic development. In this study, it is analysed the theoretical foundation of localization and its role on economic parameters such as economic growth and developing, macroeconomic stability, budget deficit, debt, employment, allocation of income and resources.
