Abstract :
This study was conducted to find the potential issues in the implementation of Open Source System (OSS ) in the public sector, like the areas of computerization with PST application, the perceptions of the government servant towards OSS and the skills of ICT personnel in OSS . The objective of this research is to study certain areas of the computerization system that are affected in the OSS implementation, such as ICT infrastructure, development and implementation of ICT applications and desktop applications. It also covered the contributing factors to the successes, potential challenges and benefits along with the support from the government agencies in implementing OSS in the public sector. A survey was conducted and an instrument was used for the data collection. The study revealed that OSS implementation does not focus on any area of system computerization in the public sector. It was also revealed that skills and expertise support from the government agencies, perception of the government servant, external experts from the outsourced ICT projects and the commitment of MAMPU contributed to the success of OSS implementation. Lack of skills of ICT personnel, limited time and facilities for training in OSCC, lack of expert resources and financial constrain to implement training are the challenges in OSS implementation. OSS is generally being applied in all areas of computerization in the public sector in Malaysia. As such, it is pertinent that the Heads of Departments to consider enhancing the skills and expertise in OSS , and review the departmental budget allocation to meet the requirement for OSS application for the benefit of the respective departments. At the same time, MAMPU must also play its role to look into improving the effectiveness of the training sessions and to consider other relevant functions at Open Source Competency Centre (OSCC) training programs to meet the current needs for smoother OSS application in the public sector.
