Abstract
At the current stage of development of the world economy, innovative development has become a priority in terms of the economic policy conducted by many countries. In the same perspective, Morocco has undertaken many reforms in order to develop its economy and strengthen its competitive potential in terms of exports. Since 2000, the country has initiated a process that aims at setting up a national ecosystem that favours the development of national scientific research in general and innovation and valorization of research results in particular. In order to consider the implementation of an efficient NSTI, the so-called “learning” approach would represent a very interesting avenue for the Moroccan NSTI. The NSTI is undeniably a complex system whose performance is highly dependent not only on the intrinsic quality of the subsystems that make it up but also on the quality of the interactions and exchanges that take place between all the subsystems. Before making proposals for the evolution of any NSTI, we must first diagnose its situation, its strengths and weaknesses. To do this, we have analyzed the different approaches related to the performance of NSTI. Then we have established a diagnostic analysis of the Moroccan NSTI in order to detect avenues of improvement.
