Abstract :
The Syrian crisis, which started in March 2011 with peaceful demonstrations, has rapidly turned into a mutual conflict and then a civil war. After the spread of the crisis throughout the country, many external actors involved in the Syrian crisis and the crisis has become an important issue of the regional and international level. While many and different types of actors with different aims and demands involved in the Syrian crisis, the incompatible of their demands and conflicting solutions of them prevented the end of the Syrian crisis. The local crisis began roughly between the Syrian government and the Syrian opposition groups but in a short time different states and armed non-state actors became new parties of the crisis. With the transformation of the crisis, international organizations have also come to the fore at the regional and international levels. In addition, with the transformation of the crisis, the Syrian crisis began to have different meanings for different actors. At the beginning of the crisis, the main concerns at the different levels were local clashes and increasing violence within Syria. However, within time, many problems associated with the crisis such as the increasing activities of non-state actors, the use of chemical weapons and the international terrorism affected the demands and aims of the actors. While the incompatible objectives and changing demands of the various types of actors affected the transformation of the crisis, the measures and methods of the them have made the solution of the crisis more difficult.
