THE ROLE OF SOCIAL ASSISTANCE BRANCHES OF PUBLIC HOUSES IN THE SCOPE OF COMBATING POVERTY IN THE EARLY REPUBLIC PERIOD

One of the most important problems created in the social construction of Turkey with political developments in the first quarter of the 20th century was poverty. Effects caused by the massive war in Turkey showing the characteristics of a pre-capitalist agricultural society, People’s possibility to benefit from education and problems in its duration, the extent and availability of health services, deficiencies in transportation and communication infrastructure and common nutritional insufficiency caused human and relative poverty problems. From the early years of the Republic, policies were created to solve the poverty problem or to bring it to an acceptable level within the framework of national resources and global conjuncture. People s Houses created for the socialization of the revolution and its norms and values, contributed to the solution of the multidimensional problems internalized by poverty through the financial and human resources they could create throughout the country with ictimâî assistance (social assistance) branches in the organizational structure. This modest study reveals the added value based on first-hand resources.
