Abstract :
With the constitutional amendment, it is envisaged that the procedures and principles of appointment of senior executives will be regulated by the presi-dential decree. However other elements of the statute required to regulate by legislative acts. The procedures and principles for the appointment of senior executives are set out in the Decree Law no:703 and the Presidential Decree no:3. Not only did the regulations determine the procedures and principles of the appointment, but also created a new status that partially differs from the civil servant status. In this study, the regulations regarding the senior executi-ves are discussed together with the other constitutional provisions regarding public officials and the case law of the Constitutional Court.
