Abstract :
Today, the most important goals of the Health Institutions are to use all the resources they have in an effective and efficient way to achieve their strategic goals. This target is particularly prominent in the financial management of large organizations and remains a hard to reach target. In addition to this objective, it is accepted by everyone that financial discipline is among the objectives and qualifications of ideal financial management, providing financial services, providing financial transparency, ensuring financial transparency, developing accountability in policy production and management. These strategic objectives need to be supported by health information systems in order to perform efficiently. Republic of Turkey Ministry of Health has used the Investment Tracking System current situation in consists of Corporate Investment Tracking System, Mobile Access and Investment Tracking System and Investment Tracking System Website Integration Components section. The personnel of the institution and other authorized public institution and institution personnel can log in these three parts by using a single user name and password and provide the necessary update and access. In this way, it is able to follow and evaluate its strategic financial targets. In this study, if the provincial units of the Authority use the existing software running on the web, the project to be displayed in the framework of their authority within the framework of their authorization and update request, the project will be started by network drawing, network calculations and time scheduling with the Critical Path Method. It is shown that it is possible to make a cost analysis. In addition, with the completion time of the project and the desired time of completion of the model with Linear Programming and LINDO solution was made.
