Abstract :
Iran is faced with a multitude of disasters and damages, emphasizing the significance of resilience in mitigating the impacts of these events. This study aimed to explore resilience management against natural hazards through the local managers’ perspective in rural areas of Kermanshah province. The research adopted a descriptive research approach, utilizing a questionnaire as the primary data collection tool. The study population encompassed villagers, local officials of the province, and members of the Islamic councils of the studied villages. A comprehensive sampling method was employed, involving all available local officials, resulting in a sample size of 111 individuals. The reliability of the research instrument was assessed using Kornbach’s alpha coefficient, with an average value of 0.78. Moreover, the validity of the study was confirmed through consultation with rural development and planning experts. The findings indicated that although some variables within the 10 management principles showed a positive status of resilience, there were still significant shortcomings in some cases. Additionally, employing the ORESTE model enabled the ranking of counties within Kermanshah province. The results revealed that Kermanshah County had the highest and most robust level of resilience management, while the weakest status is observed in Paveh County.
