Reliability of telecommunications for bulk power system teleprotection

This paper is about using probabilistic methods todescribe reliability requirements of teleprotedion systems byconsidering that telecommunication is needed when there is afault on the transmission line, the fault is on the fraction the linethat needs telecommunications for high-speed clearance, and theaffected transmission line is one that can cause unacceptablepower system events d the fault is cleared slowly. This papersuggests a way of quantifying such factors.
