Abstract
IEC/TC78 “Live working,” which began operation in
1975, was created to address standardization needs of North American
and European countries in the field of live working. Initially,
the scope of TC78 was directed toward standardizing the tools and
equipment used in live working. More recently, it was deemed necessary
to amend the terms of reference of TC78 to include preparation
of guidelines related to the use of tools, equipment and devices
on, and in the vicinity of, live parts. In 1992, IEC introduced the
concept of Project Leaders to accelerate the process of developing
standards and guidelines and to reduce the need for resources. To
meet this new challenge and to align itself with the current needs, a
new structure for IEC/TC78, initially proposed by the French National
Committee, was approved in unanimity by all twelve participating
countries at the TC78 meeting in Richmond, VA, in May
1996. This paper discusses both the accomplishments of TC78 and
the change in direction taken to serve better the global interests
and needs in the field of live working. The paper also lists the publications
prepared by TC78, current projects, and subjects under
consideration.
