Transmission constrained production costing strategy for optimal SO2 compliance

The main goal of electric utilities has always been to meet the required load in the most reliable and economical manner. The Clean Air Act Amendments of November 1990 are now causing utilities to include lower emission levels among these priorities. This paper outlines a production costing strategy which works to optimize the system relative to economic, security, and SO2 emission level considerations. This strategy utilizes the Monte Carlo method to determine the state of the system and carry out the simulation. A computer program has been developed to implement this strategy, which will be analyzed based on a modified IEEE Reliability Test System.
