On the road to NOx emissions trading

With costly emission reductions looming, a national trading program in SO2 emissions as a precedent, and a climate of increasing acceptance of emissions trading, many states are now considering emissions trading a viable option. States should take decisive actions to develop innovative, least-cost programs for ozone reduction before the opportunity is lost.
