Abstract
Where a competitive market structure does not exist, buyersʹ or sellersʹ pursuit of their self-interests will ensure an inefficient outcome. Such is the state of the industry today. The task at hand is to correct the defects in the market so that consumers can enjoy the benefits of efficient, competitively provided electric power.
