Abstract
Does the U.S. Constitution bar higher-than-PURPA rates in Alaska, Hawaii and Puerto Rico? FERCʹs contention in CL&P that it may exempt QFs from disincentive aspects of state regulation does not permit it to strike down state laws intended to produce the opposite result.
