Been there, done that: Lessons learned from a report on stranded investment

A new legislative mandate in Texas requires official reports from the Public Utility Commission on stranded investment and the scope of competition in electricity markets. A first effort in that direction by commission staff has yielded some suprising results, valuable lessons and interesting speculations.
