Ranking electric generating technologies with external costs

Based on a comprehensive study in New York State, including environmental externality values in ranking of alternatives usually has limited impact on rankings of new and relicensed technologies, assuming highly uncertain damage values for greenhouse gases are ignored. However, externality values still may vary considerably across the type and location of technologies considered.
