Electric utility mergers: the wrong strategy at the wrong time

We should reconsider the many constraints on the forms and functions of utility companies, and how to improve the functioning of the market for corporate control in the industry. The pervasiveness of those constraints and the thinness of that market have led to a mania for unneeded mergers, in an industry where the economically desirable policy is likely to be de-integration.
