Regulating competition: transition or travesty?

The coming of competition in California and elsewhere will not mean less regulation but more—at least in the short run. The acid test of the transition will be whether the responsible political officials can define and impose a “competitive transition charge” on a basis that is fair to all parties, and then hold fast against customer pressures to avoid it.
