FMPA v. FPL: The FERC takes another step toward network transmission

In its decisions prescribing network access, the FERC has sent mixed signals as to which transmission facilities should be included in the network, and which facilities and revenues should be credited in calculating a per unit price for service. A fair approach is needed to ensure that all parties have a reasonable basis on which to compete.
