Public purpose energy efficiency programs and utilities in restructured markets

Policies to promote energy efficiency should be directly targeted at market failures in a restructured electricity industry. More fundamentally, utilities may not be good choices for implementing energy efficiency in a restructured industry. Policymakers should look to international experience with DSM in restructured markets to identify what approaches have worked.
