Californiaʹs ISO: why not clear the market?

California parties, known collectively as Wepex, have filed an application with the FERC to create an independent system operator and power exchange. But unnecessary restrictions on the ISO may leave in the cold bidders who could have traded profitably if only the ISO was allowed to clear the market. The result may be decreased system reliability, backwards congestion pricing and perversely inefficient dispatches.
