Transmission services under restructuring: getting the incentives (almost) right

No practical approach to regulating grid operation and expansion is likely to provide theoretically ideal incentives for efficiency. Each approach will have its strengths and weaknesses, but if the job is done right we will avoid the worst pitfalls and electricity will continue to be transmitted reliably and at reasonable cost.
