Abstract
Municipals and cooperatives face daunting challenges in the march to retail choice. Despite calls from investor-owned utilities to level the playing field by curtailing the programs that benefit public power, municipals and cooperatives face a steeper slant than do their private-power counterparts. Only keen anticipation and intelligent strategy will win the day for consumer-owned utilities.
