Restructuring and ‘customer choice’: Vox Populi or Dictum Dictatorium?

Itʹs ironic that a policy change pursued in the name of ‘customer choice’ seems to have ignored the apparent preferences of most ratepayers. As one puzzled utility spokesperson commented: ‘Weʹre trying to give our customers something that would be good for them, but this is apparently something they donʹt know they need.’
