The uniform generation performance standard: connecting electric industry restructuring and air quality improvement

Present air quality regulatiosn are much harder on new plants than on older ones, with consequences that are harmful to the scope of competition as well as to the environment. By initiating a new, market-based standard for power plant emissions—one that includes a cap and trading—we can improve both environmental and competitive performance, without unduly harming older plants.
