Ancillary Services: The Neglected Feature of Bulk-Power Markets

Recent independent system operator filings with FERC propose to create markets in ancillary services, but definitions of these services are unclear or have gaps, such as omission of load following. There are strong reasons that some attention should now shift from transmission pricing to organizing markets for ancillary services.
