Creating Competitive Markets in Electric Energy: A Critical Analysis of H.R. 655

Meaningful competition in electric energy will be achieved only if roadblocks to operation of competitive markets at the federal and state levels are removed. The Schaefer bill has stimulated helpful activity among the states, but it adds impediments as it removes them and would frustrate the functioning of open markets.
