Abstract :
The restructuring experience in these three markets, all of roughly comparable size, confirms that without a clear vision by an informed public authority, deregulation is likely to end up merely as re-regulation with a different set of problems. A leadership vacuum can be costly in mistakes made and opportunities unrealized.
