Abstract :
There is reason to believe that independent system operators (ISOs) will be guided more by political and distributional concerns than by efficiency concerns. Thus, the Federal Energy Regulatory Commission should provide a framework in which transmission market institutions, including transmission companies (Transcos) as an alternative to ISOs, have an opportunity to evolve efficiently.
